The applicant’s viability consultant produced a financial viability assessment demonstrating that the project could not support any affordable housing. KCL was tasked with ensuring that this was correct and that the works to the academy matched the ‘hypothetical cost’ of delivering affordable housing. KCL found significant anomalies resulting in a new financial viability assessment being submitted by a new viability consultant. This offered a financial contribution of circa £500,000. Following further analyses and negotiation with KCL, the Council accepted an affordable housing contribution of £2 million.
