A land promoter was seeking to offer a District Council 20% affordable housing against a policy compliant affordable housing obligation of 40%. KCL was employed by the local council to validate the promoter’s viability submission. KCL was able to challenge a number of key assumptions including sales income, affordable housing income and construction costs. KCL demonstrated that a policy compliant scheme was viable with a land value over 30 times greater than existing use value.
